No, it's simply an improvement over most Bug-types in general.

Gen 1: New bugs, two worms
Gen 2: Same bugs
Gen 3: New bugs, another worm

On another note, Victini is gonna be broken. Victory Star will pretty much mean all it's stats will raise after a KO. Imagine, star for 5, and theres 5 boosting stats. Victory, because you got a KO

And lol Masuda talked about the MAIN game, which means until the E4. That means we'll have a ~150 regional Dex all with new pokémon. Any old one (and maybe a few oddballs, as new legendaries and pokémon like Mamanbou) will be on the National Dex only, and to be found/caught/received(?) only after you beat the E4.
And my bet is 151 regional pokémon, 13 evolutions, 3 random shit like Rotom and 6 post-E4 legendaries, for a grand total of 173 new pokémon, 666 nationally ~__~
Interesting, I would have liked if they included a few of the obvious pre-national dex Pokemon (Magikarp, Abra, Machop, Zubat etc) and tossed in a couple random gen2/3/4 lines just for kicks. But I'm not gonna complain. :) This better mean we get a whole shitload of new Pokemon! Nothings worse than a bare pokedex (-cough- DP and it's 2 fire types).
I really hope luvmambo is still a Luvdisc evolution... I guess they'll any evos of past pokemon national dex only.

um... no it won't. where did you get that idea? chances are, we're going to have at least 150 new Pokemon which is more than enough to use until after the national dex. having old Pokemon defeats the whole "new experience" thing they were going for.
also, by the way, I'm pretty sure this means that Shikijika (the Deer Pokemon) is NOT a Stantler Prevo, as I assume it would be found early in the game, and having it evolve into Stantler would require it to be in the regional dex. same goes for the Swan being a related to the Wingull line.
Finally, a completely unique regional dex! :D I got tired after DPP of it, and it was absolutely dreadful in HGSS. After seeing the deer and the swan more, I'm fairly confident they aren't related to any previous Pokemon, anyway. They could treat Luvdisc like a "baby" Pokemon and allow you to capture its evolution, but you'd have to breed, trade, or catch it later.
Anyone worried that Mamanbo won't be a luvdisc evo think of this:
Electivire was teased in a commercial, detailed in CoroCoro for its Motor Drive Ability and to showcase Giga Impact, and had an episode in the anime before DP was even released.
And it wasn't available until the National Dex.
Also~
It's completely possible to "limit" the dex to new Pokemon, but still have older Pokemon show up.
They could make them rare.
They could put them in, for example, the Safari Zone (Hoenn did this, by the way; nothing in there could be found elsewhere in the region except Oddsih, Gloom, and Geodude).
So let's say the Pokedex is 150 strong, they could easily have 10 older Pokemon show up and majority is still new and exciting.
