That's because we programmed Shoddy/PO/PL to do that, which is a change of mechanics in itself. Strictly speaking, Evasion Clause is such that when you use a move that boosts your Evasion (Double Team/Minimize), you lose the game automatically.
Correct me if I'm wrong, which I may well be.
There are two kinds of Sleep Clause, Classic and Cartridge. Phil has put us on Cartridge Sleep Clause for this Gen. Are there not also two kinds of Evasion Clause? I think I'm right, but I'm not sure.

I think Skymin is broken. I've specifically devoted 1 team slot to countering it, and another can check it. I've tried multiple different counters, but none of them do the job. Here's the latest 3 fails:
1) It lowered my Sp Def 3 times in a row with Seed Flare
2) It flinched me 8 times in a row (yes I counted)
3) It used
Synthesis (wtf?) and ran a stall set, which I was simply not equipped to deal with
#1 and #2 show how insane Serene Grace is. Togekiss has meh speed and Jirachi has meh Sp Atk. But Skymin has a lot of both. Serene Grace on it is too much I think.
#3 shows its versatility. While one can prepare for a certain set, it could run a different one. It's not like on other pokemon where different sets serve different purposes. All of Skymin's sets are terrifying. Let's not even get into Choice sets for it.
Admittedly, I'm not the best player, but I stand by my opinion.
