first cacnea/cacturne through level up...
then roselia through breeding and then snorunt through breeding....

Wait, for what i'm getting you just want a ferrothorn with both stealth rock and spikes so, here is a simple chain.I am in no way doing this:
Male Cacnea training for Spikes -> Breed with Female Roselia -> Male Roselia with Spikes -> Breed with Female Snorunt -> Male Snorunt with Spikes -> Breed with Female Dwebble -> Male Dwebble with Spikes training for Stealth Rock -> Breed with Female Ferroseed/thorn -> Ferroseed/thorn with Spikes & Stealth Rock!

When breeding with Power Items, are 4 IVs (the 3 plus the one the Power Item works on) passed down, or only three, (making it only more likely for one particular stat to be one of the three inherited)?

Well,since its base spec.atk is 150,why not run a Modest nature with this ev spread:
252 spec.atk,252 speed and 4 hp or whatever stat you want it in,but this is just my opinion on what it should be.
I messed up on EVing my Arcanine, and I thought I remember hearing that if a EV berry is used past 100 ev points in the specific stat, that one berry brings it down to 100. Is this true or is it still 10 points per berry?
