You can't Baton Pass Unburden's Speed so the enemy will probably not have too much trouble getting rid of Scrafty even if you manage to pass on some Stockpiles. Low Speed causes loads of problems:
- Vulnerable to Critical hits, Flinches and status hax.
- Focus Sashes, Sturdy users
- Lax Incense and Brightpowder misses
- Bulky physical Pokémon with Counter/Metal Burst
- Bulky or faster Pokémon with OHKO moves
- Destiny Bond
- Taunt
- etc..
Bottom line:
It is nearly impossible to set up a sweeper if you have lower Speed than your opponents unless you nerf their lead really bad in some way. You will literally always be one move behind, which doesn't let you deal with hax effectively. I'm sure you will agree as you mentioned that the problems you had earlier were related to Speed.
Potential improvements:
You said you wanted to use Drifblim+Scrafty so I'll suggest the following:
1) Make your lead something like Whimsicott with 'annoyer' moves such as Cotton Spore, Leech Seed, Flash, Encore, Charm, Taunt, and Memento. The idea is to reduce the offense of their lead to make it easier for Drifblim and Scrafty to do their thing. Give it a Focus Sash because it is a bit of a lightweight.
2) Your Drifblim as before, except now they should be doing far less damage due to Memento and be slower than you thanks to Cotton Spore. For Drifblim maybe add in a move like Will-o-Wisp/Thunder Wave/Double Team to nerf them further. Hopefully by now they will be doing so little damage that you can take on the odd Critical Hit. You really don't want Drifblim dying though so it might not be a terible idea to give him Substitute too, in case they do get untimely Critical Hits. If they don't you can just pass on a Substitute with tons of HP to Scrafty, which isn't a bad thing right? Shadow Ball doesn't seem to be useful if your goal is to Baton Pass so maybe add in another move? Leftovers + Protect might work on Drifblim too but then you would need to swap items with Scrafty.
3) Your opponent is slower but you still don't have more Speed, so I'd go for Dragon Dance instead of Bulk up on Scrafty. Also add in Substitute over Rest as a back-up for the next two pokes to handle the likes of status hax, misses, Sash, Sturdy...
With these modifications your team should be able to set up most of the time quite nicely. After having set up your Scrafty, you will have a Sub up and be at +6 Att/ +6 Spe/ +3 Def/ +3 Sp Def. It isn't perfect but should be able to deal with most of the two final Pokémon the AI sends your way.
