venoshock on action 2 and 3
13+3+(3)=19 damage
13+3+(3)=19-1.5=18 damage (for the +1 SpD Togepi has)
15+9+(19x2)=62 damage
and togepi has 43 hp. step by step...
43-3=40 on action 1 | 40-18=21-3=19 on action 2 | 19-15=4-19=dead on action 3
