    The only Modest HP Electric spread that has Swift Swim with perfect speed has no encounter slots that allow me to capture the Horsea. Your next best option is either a bred Horsea or this:
    MODEST, ability 0: 30/10/30/31/31/30 (HP Electric 70)

    Would you be fine with that even though speed has an imperfect IV?
