well it looks like your ds is on the correct time (you didn't change it) but make sure if that is meant to be 11 pm then you put it in military time (23) also try again on your poke because you may have hit it at the wrong second also I noticed in your sig that you have only a black friend code so if you meant to put black in the game you put white ;)
You're not using an emulator, are you? Because if you are, your parameters will be very different.

I am using the guide posted on youtube (http://www.youtube.com/watch?v=T4zNQH9cC3w) and each time when I hit search (at 6:05 in the video) I get 0 results.
I am using the most up to date version of RNG Reporter, and I was wondering if that is the problem. I noticed that typed up guides don't seem to make much sense, and I'm figuring this is because I have the latest version of RNG Reporter?
I use to RNG abuse for Shinies on my Diamond and Pearl version, but I can't seem to figure out how it works at all on Pokemon Black/White.

I calculated my Pokemon's IVs using an IV calculator from a website called Legendary Pokemon.

Are you pressing NO BUTTONS until after the shooting stars (Some people say to wait until the white nintendo screen, but I like to be safe and wait for the stars)? That might be the problem. And are you entering the game at the exact time you put into RNG Reporter? Make sure to press A on the DS menu one second before your target second, because there's a small off-set.
I hit start when the game freaks title shows up, and then start again to enter the game. The time entered is the exact time that I was entering the game from the DS menu.
I didn't know that I was suppose to add a second to it. That might of been the issue. I'll try adding a second to my time next time, and checking to see if I get results. I'll have to try this tomorrow, as I am out of time for today. Thank you for your helpful input!

Usually starting a game a second before helps a lot better. And you dont press any buttons until AFTER the pokemon logo screen where all the copyrights and trade marks are. That prolly what you did wrong. Good Luck!
For the PIDRNG Not really. I'm pretty sure they're generated in a slightly different way so they both get distinct results.

if you wanted to RNG a venomoth in the dreamyard, but there are only double battles there, is it just the same process or does anything change?

Is it possible to RNG a shiny starter if you know your SID?
How would you advance the Shiny frame if you don't have a Chatot (obvious, to early in the game is obvious)? Oh, and thanks.

Question:NPC move in the exact same way if we hit the seed right?
There is an NPC on route 1,if i hit the seed,walk the exact same way,in the exact same time,to make a bubble spot appear on water and cast my rod at exact same time all the time,will he move the same way all the time too when i hit the seed?
Or it is completely random?because NPC seem to move the same way when we keep mashing A when doing eggs

yes. If you hit the same seed and perform the same actions, the NPCs will move exactly the same.
In depth: their Movement direction and Movement Timer are set by the RNG when needed.
