Well, someone else might know better than me, but I don't think any such moves exist in generation 4. It seems to me if they did they would be overpowered, as it would render electric types without any weaknesses at all.Are there any moves outside of magnet rise that make ground moves ineffective that can be baton passed. Specifically any that make it a permanent thing not just for 5 turns like magnet rise?

So that would suggest no.
