Power whip self controls Necturna with the shaky accuracy, and so only gives her a decision of power vs reliability.

The punches are both weak non STAB'ed, while the arguments against them all assume that Necturna is already boosted and ready to start a sweep. Otherwise, it would be stupid for someone to let a pokemon they very well know has access to any boosting move do so, and I would expect guns to be blazing at her when she comes out in response. People aren't going to leave their walls in on her until they know the set. I'd probably never use them anyway, in favor of much stronger sketched coverage moves.

Right with the majority here. I think this is a good balance for Necturna.
