Oh, I though they were both 130 bp and essentially ice versions of bolt strike and blue flare minus the charge. That would be stretching it. Remember, Hoenn isn't a suburb of Unova. Hoenn is a tropical region far away, not something you'd take a regional train to visit. It's also an island, contrary to Johto and Kanto which are separated by a single mountain range.
Besides, Hoenn isn't as urban as Unova. Most Hoennese cities are within walking distance of each other, and those who aren't are really far out in the wilderness (Mossdeep, Sootopolis, Lilycove, Fallarbor, Dewford). I can't see a subway working there.
In short, don't expect a game with two full-blown regions. It's either just Hoenn with a taste of Unova (highly unlikely), Unova with a taste of Hoenn (or somewhere else).
