Hmm, true, although only having three or four moves boosted by SF that is viable in competitive battles doesn't help much, but U-turn is always loved by Scarfers, and Honchkrow probably wishes it had U-turn.
Braviary doesn't learn Nasty Plot. Even though Vullaby and Mandibuzz are female counterparts to Rufflet and Braviary, Rufflet can't gain any egg moves because he's a male-only Pokemon. Vullaby can because she's female. Even if Braviary had NP, it would take 3 or 4 to make it even sort of viable because of his garbage base 57 Special Attack. It was a decent idea though.And the Toxic-staller set does sound pretty good.
Honch isnt the best Scarfer in the tier anyway. Primeape, Tauros, Moltres, Scyther and many others are much better for the task, being even better than Braviary, IMO.
Honch should abuse any broken submoxie set or just the mixed "RU Mence" set.
Also, StallMandibuzz, you only need 3 NPs to max out Stak.
Ignoring the Nasty Plot slip-up for now, why on earth would Braviary run a stall set when his sister Mandibuzz has everything better but Attack (which isn't THAT required on a stall set)?Well... Braviary could be a Toxic Shuffler with Toxic+WW and its great bulk. I think he could also run a Nasty Plot set...

I don't disagree with the gist of your statement BUT Articuno has a fantastic support move-pool. Roar, Haze, Toxic, Roost, Rest/talk, Heal Bell, Substitute, Swagger, Tailwind, all of the weathers etc. (The only oddity is that it gets Reflect but not Light Screen)The problem is Articuno has a ton of common weaknesses, especially in a tier where a lot of teams are prepared for bug types. (Fire and rock) Articuno has a pretty awful movepool and it's bulky is severely hindered by it's horrible defensive type. Articuno could still probably do a decent job in stalling but I doubt it'd be top tier, mid tier or even RU at all thanks to it's horrible defensive type, and horrible movepool.

So it's just typing and certainly not moves holding Articuno back. 4x weakness to rock is just devastating to a wall.
