Encore's effect ends when the move that's being repeated runs out of PP, so generally no. However, Encore locking a move that can't be used twice in a row or disabling a move after it has been Encore locked will cause the target to Struggle. For example, if you Encore a pokemon that's using a healing move and then hit it with Psychic Noise it will be forced to struggle.
Disable+Encore felt like the Gen 9 F.E.A.R strategy, featuring Scream Tail.

Brave Bird is better immediate damage into mons like Tusk, Ogerpon, and Zama. Iron Defense keeps it from being overwhelmed by setup sweepers. So really you're trading the Gambit matchup and damage from IDBP for more immediate damage on important mons.
 
With the new suspect method, is the general strategy of trying to go 10-1 and like, 20-2/3 still relevant? I.E is there a point where you might as well start a new alt when laddering for a suspect?
 
I looked at the Ubers viability rankings and saw Dialga-Origin at the bottom. I saw the same in the viability rankings in Ubers UU and Ubers RU. If Dialga-Origin was unbanned from SV OU, would it be too powerful for OU, or could it be a balanced part of the metagame?
 
No, it's still cracked. 100/120/120 bulk is fantastic, and 90 speed is decent; a bit slow for an offensive mon, but just fine for a bulky attacker.

The main problem is the offense. 150 SpA + a 20% boost to STAB moves + 130 BP Draco Meteor and 140 BP Steel Beam means you simply delete any neutral target not named Blissey - even Clodsire is 2HKO'd. Fighting (Aura Sphere, Focus Blast), Ground (Earth Power), Fire (Fire Blast, Flamethrower, Overheat), Ice (Ice Beam), and Electric (Thunderbolt) coverage means that, unlike some mons, Dialga isn't lacking for coverage options; as well, Flash Cannon and Dragon Pulse offer no-drawback options for STAB, too, in case you prefer a set that sticks around.

252 Atk Great Tusk Headlong Rush vs. 252 HP / 0 Def Dialga-Origin: 338-398 (83.6 - 98.5%) -- guaranteed 2HKO

Super effective, 120 BP STAB from Great Tusk and you're not even killing without hazards? That's just grotesque bulk, and Dialga-Origin is just a stat check mon that does, indeed, stat check OU.

What are some bulkier Samu spreads/sets? I put together a bit of a jank Rocky Helmet one recently and its actually been pretty fun. AV or anything else is fine.

172 HP, 252 attack and 84 speed with adamant is a bulkier spread with samu. 84 speed is to outspeed uninvested Gliscor, with the rest into HP and attack.

This is also a spread which I've been thinking about using. 176 speed outspeeds modest bolt, with most put into HP, and then rest into attack. You could do full attack investment and 80 hp investment too.

I was 6-1 and 9-2 during Palafin suspect reqs, then won the next 15 games in a row. Once I reached the 1750 Elo threshold, I was 45-10 with 1754 Elo and 81.3% GXE. Early losses might be overemphasized in my opinion.

There are a lot of variables -- quality of opponents is a big one, for example, but also many people who go 6-1 or 9-2 struggle to hit 45-10. Great job by you there.

GXE can go down by up to a whole % point if you lose a game early on relative to slightly later, but it also can range multiple % points if you simply draw stronger opponents and win against them. There is no perfect science there.

I suppose my inexperience with suspect tests shows. I figured 45-10 was bad compared to other voters. I've always thought regular voters lose maybe 3 times regularly and 5 times max, so it's reassuring that I did good.

In the past, I've heard 10-0 or reset, so I never got past the first hurdle and I really hate restarting, so most times I don't. During the Gliscor test, I got lucky with a 23-0 lead and decided to see it through. For the Palafin test, I figured I probably can't vote with 9-2, but Palafin is new, so let's climb the ladder and experience it in OU before it's possibly gone. My team performed nicely into it and reqs ended up naturally working out.
 
is there any way to stop whirlwhind/roar/dragon tail from just bringing out your booster energy/unburden mon from the back and effectively removing your item+ability for free? feels like any time my opponent uses a phasing move there's a 1/6 chance i just lose the game on the spot

whirlwind and roar can be stopped by taunt, assuming this comes from ting lu or other bulky mons like zamazenta, knock off their items and chip them or try to force them out with the mon you pulled. You might be interested in Hatterene since its fairy, meaning it stops dragon tail, but also bounces back whirlwind and roar. For dragon tail tho, try to punish it with rocky helmet or on contact abilities like static or flame body, if your feeling spicy, just switch your fairy type in for free

Admittedly, HO does have more problems against those, but it's not unbeatable
 
not usually. unless you're checking a belly drum user or a situation where both you and the opponent are setting up like a CM war or curse vs sd, +6 is really hard to get unless you're giving them lots of free turns. you should mostly just account for +2 for SD and +1 for CM/DD. If you want to be really precise, you can calc for +4 in case the opponent teras and is able to set up another SD.
