They argued that it was banned under evasion clause, but as far as I know Evasion Clause doesn't ban abilities that raise evasion during certain weather condition like Sand Veil and Snow Cloak. There was also a rumor that Sand Veil was going to be banned so that Garchomp could be permitted in OU with Rough Skin.

I'm 100% certain that Sand Veil is legal. I used it on a now-retired Sand team. Evasion Clause doesn't apply to abilities.
And for future reference if a move set is illegal the server won't let you battle with it, so the fact you were able to start a match with sand veil is solid evidence it's not banned

The ladder is basically a rankings board. When people are "laddering", they're basically just facing other players, trying to get a better rank. Your rank is determined by how many points you have. Each trainer has a certain number of points. I'm not sure how many you start with in PS!, but in PO you start with 1,000. When you battle someone, you essentially wager points against them. If you win, they lose points and you get them, and vice versa if you lose.
How many points are wagered per player depends on where each person is on the ladder. In an evenly matched game, both players wager 16 points. Depending on how good your opponent is though, you could have a match where you gain 24 from winning and lose only 8 if you're defeated. In that case, your opponent would gain 8 if they beat you, but lose a whopping 24 for a loss. For a score to be that lopsided, your opponent would probably be much higher on the ladder than you. In any case, there's always 32 total points wagered (+23 -9; +19 -13; etc.) after your first few matches played.
So basically, laddering is a way to determine how you measure up to the rest of the community. All you need to do is play ranked matches, and the rest will take care of itself!
At least, that's how it worked in PO. I believe it's similar in PS!, but I don't know the exact formula used.
