Theres a partial list avaiblible to staff, you can check if a specific user is permalocked by opening their userpage (ex: https://pokemonshowdown.com/users/hoeenhero ) If it says "(Banned Indefinetly)" then they are permalocked (or permabanned though thats alot more rare).is there a list of permalocked users?
