What exactly is the Swiss elimination style?
Is it with the preliminary round-robin group rounds, or double-elimination, or something else?

According to the vgc site:
"... Players in each age division will be divided into four flights, and randomly paired within their flight for the first round of play. After each round players will be paired with another opponent within his or her flight, who has a similar record. After the final Swiss round the top four competitors in each flight will move on to the Single Elimination portion of the event."
I don't know if that explains it well enough.
I'm trying another idea for a sweepers team and am considering 2 technicians as backups in case of TR (I know weird idea)
What is a competitive speed for a TR worthy Scizor and Hitmontop?
With 0 Spd IVs or EVs and a Brave Nature they will be at 63 and 67 Respectively at L 50. Do I need to use a Macho Brace or something to beat other TR pokes with Bullet Punch or can I still Band and orb them? I'm probably going to just stick with Technician Max ATTAck Bullet Punch and Mach Punch, but with TR in play I know they've got to be uber slow, I just don't know what's competitive and what's not.
Considering that you will be using mostly priority moves (BP and Mach Punch), and very few TR pokemon use priority moves, you really don't need to worry about giving them any items to slow them down even more. The only priority moves used by TR pokemon are usually Bullet Punch or Shadow Sneak, neither of which your two (Scizor and Hitmontop) need to be worried about.

That's kind of what I thought and kind of what I've seen and read, but I needed someone with much more experience like yourself to confirm it. If I can just make it a priority war I don't really think you can beat a banded Max Atk Technician Scizor. Orbed Hitmontop is only good also because he has 4 flavors of priority moves to choose from.
Do you think there would be any problem with a Brave (-SPD +ATK) 0 SPd IV Scizor (like 63 or something). I don't know if that would "out speed" (if you can call it that) the average TR poke with TR in play, but maybe. THat's kind of my goal.

Yeah, no problem. Scizor's base speed is 65, which is lower than everything that I have seen used except Glaceon (tie), Lapras/Magnezone/Swampert/Empoleon/Clefable/Abomasnow (60), Machamp/Blissey (55), Azumarrill (50), Dusknoir (45), Rhyperior (40), Quagsire (35), Bronzong (33), Snorlax (30), and Shuckle (5). All of these pokemon would probably have 0 speed iv and -nature as well, so they would "out speed" you in TR unless you used a priority move. Of those pokemon, Snorlax is probably your biggest threat (due to Fire Punch), but some of the others could hurt you fairly bad as well.
