Tapus Fini and Lele get Play Rough, Koko and Bulu do not.
Because screw giving the physical Fairy-type move to the physical Fairy-type attackers, right?
Tapu Koko is a especially bad case as Play Rough is basically "playfully beating up the opponent", and Koko is mentioned to enjoy fighting...
I'm actually glad they didn't give Play Rough to Bulu, since I was not looking forward to seeing people run that move (it's bad).
Koko would have appreciated it though.
Tbh people are jumping to conclusions on Eleki. Highest speed in the game wih ultra-boosted Electric attacks surely can't be that bad even with difficulties doing much vs Ground types
