Maybe people just don't have a team/don't know how to make one? I made a team recently but i'm only okay at actually battling/have work and am thus not on, so I've yet to use it. Maybe this could be of assistance?
Yo! Here's my half-arsed team I made for the Sky Battles tier! Note that I've never actually used it before, so the kinks are not ironed out - this is all theoretical stuff! Feel free to correct me or to suggest improvements for it as you see fit. My theme here is obviously rainbows - all of these Pokemon are ordered as they are according to a rainbow, and it even makes sense in the context of the tier's flavour. Sky battles. Geddit?

Roja (Latias) @ Leftovers

Here we have a combined tank/boosting sweeper[ish]/status absorber in the form of Latias. This Latias build is not meant to sweep right away; rather, it sets up when all of the opponent's checks [generally physical attackers] are gone or significantly weakened - then, it sets out to sweep. Calm Mind boosts her already great special stats to untouchable levels as the opposition fails to scratch her hide. Roost and Refresh allow her to boost through damage and laugh at attempts to stop her with toxic poison and other status, and Dragon Pulse is her STAB move of choice, with nothing immune to it and only two Pokemon in the tier resisting it, along with an acceptable 90 base power. Refresh can be exchanged for many things: Substitute can ease prediction and still can help it absorb status, but it cannot switch in to a status move if it lacks Refresh. Roar is great for phasing those that dare to set up alongside Latias, and Psyshock can be used to hit opponents on the physical side, as well as demolish Calm Minders.
Anaranjado (Rotom-Wash) @ Choice Scarf

With both of its STABs having great coverage and hitting like a monster in and outside of rain, it's no wonder this beast can do so well. Hydro Pump and Thunder are truly excellent, one having an unbelievable 240 base power when factoring in rain and STAB, while the latter will never miss, has an excellent 180 base power, as well as a 30% chance to paralyze. Volt Switch is great for keeping momentum on your side and does some nice damage in its own right, and Hidden Power Ice is a great choice for the dragons that resist Rotom's STAB attacks. The Choice Scarf allows Rotom to beat all of the unboosted metagame bar Ninjask and Crobat [which have no business staying in on Rotom], and allow it to function as an excellent revenge killer. It's also got respectable bulk in its own right, with its grass weakness being an uncommon attacking type in the tier - especially due to the abundance of flying types - so it can take a hit or two, though its crappy base 50 HP hurts it considerably in this regard. Trick can be used over Thunder if you want to cripple walls, though the amazing power, paralysis chance, and not being forced out in order to use an electric move will probably be missed. Choice Specs can also be used for downright incredible power, but this will cause Rotom to be worn out quickly by taking repeated attacks due to its decidedly average speed.

Our first rain setter, and one that directly takes advantage of the rain it sets up, unlike the second. Zapdos can use its great base 125 Special Attack to its advantage here, firing off incredibly powerful Thunders, while smashing cheeky dragons or ground-types with its Hidden Power Ice. Roost is for added longevity - especially important given the fact that it is a rain setter, as well as weak to Stealth Rock.
Verde (Bronzong) @ Leftovers

The second rain setter, and one that is more defensively oriented. This guy takes normal and flying attacks - as well as most special ones - for days, as well as set up Stealth Rock. Toxic is also great for residual damage - especially on more bulky Pokemon or those that think they can just set up all over you. Rain Dance is mostly for the rest of the team, but it also helps Bronzong to stomach the fire attacks that may be thrown at it. Gyro Ball is so that Bronzong is not complete Taunt bait, and it can actually do some respectable damage, especially against faster foes. Leftovers could be replaced with a Damp Rock, but seeing as how Bronzong will have to switch into a lot of attacks and has no other method of recovery, I don't personally recommend it.
Azul (Gyarados) @ Choice Band

The hard-hitter, and backup physical tank if Bronzong is gone. Intimidate helps to cushion the blows from attackers, while max HP allows it to take more hits in general - max attack is to hit as hard as possible. The given set maximizes coverage and power, and will hit really hard even without the rain. It is, however, highly weak to the first member of the BoltBeam combo that is very potent in this tier, and Hidden Power Electric is very likely to become popular on many Pokemon to fry the flying types within - keep this in mind when playing with Gyarados.
Morado (Tornadus) @ Damp Rock

The final rain setter, this one uses his great ability in Prankster to avoid Taunts from fast foes, and is able to set up his rain first. Taunt also royally messes up possible leads like Skarmory and its supporting brethren, allowing Tornadus to not only set up relatively uninhibited [many such Pokemon are weak offensively], but also prevent a stray Thunder Wave or other status move from screwing over his teammates. The other two moves are fairly self-explanatory: Hurricane allows Tornadus to abuse his own rain with startling efficiency: STAB Hurricane coming off a base 125 Special Attack is no laughing matter. U-Turn allows Tornadus to escape its counters and tough situations in general if you'd like to save him for later - keep in mind that he won't be taking a hit anytime soon, however, with his rather middling bulk.
Note: I don't care if you change anything at all - movesets, nicknames, shininess [or lack of shininess], etc. I've always found asking people to do that to be a little... eh. Feel free to do what you like!
