Heyy, I haven't done a larger comment here In a while ^^;
First of all-wow. The sandstorm effect in this is brilliant, you've pulled it off well. It's something I've noticed with a lot of your pictures- you make great use of pathetic fallacy (another example I think would be politoed.)
The contrast of the background colours also brings the focus into the two characters well- not that you wouldn't notice them anyway because its fucking badass, but it's still a good point ;)
Again shading- as always- is awesome, can't fault you there.
Are the two of them supposed to have some kind of tooth sparkle? If not then there are two light points across the faces of the pokemon which are far too sharp.
I love how despite working with what is really quite a flat image (in the way the characters are posed) you've still managed to bring a lot of depth and perspective into it. There's a lot of overlapping between the two pokes, the weather brings a lot of depth to it and having tyranitar with that classic one foot forward offensive stance looks great.
Getting down to the really nit-picky stuff, I really feel I'm being slightly harsh posting this but it's just something I thought I'd bring to you're attention. Firstly, you have a tendancy to leave some parts of you're picture a bit too sharp and un-blended- for example on tyranitars torso, just above the blue bit the colours have run slightly and overlapped on your shading, a similar thing has happened over Hippowdon's eye. However, these are such minute details I really wouldn't pay too much heed to them unless you are doing a more extended piece instead of forum requests.

WRONG. Hippowdon has 4 toes, well done for noticing that, a lot of people draw him with three. But one thing i will say is, Hippowdon's upper jaw is larger than his lower jaw whereas you've drawn it vice-versa. Nevertheless it's a badass picture so who cares =P
As always Yilx you're work never fails to amaze me, i don't understand how you get so much of it completed *faints* It takes me forever to do one drawing on a computer- I got a tablet now YAY. If I was going to go for a general thing to work on it would be 'Try more styles' the one you execute you do brilliantly, a lot of you're pictures involve a very dynamic pose with a lot of action (apart from these divine Meloetta portraits you keep brining up :3). However sometimes this style does not suit the image you are trying to complete, I wouldn't say you're afraid to try different styles- you certainly have the ability. Why not?
yet, when I go back and have a look at your earlier work there is a wider variety, i still think you're a bit too narrow in your style spectrum. (i wish I could think of a better way to put that ^^;)
for that reason I'm going to request- a waterscape.
i don't want anything too dynamic or action-packed, try more 'serene.' Other than that the finer details are yours do as you wish. And by all means do not prioritise my request, I can wait, you must be overwhelmed!
