I really don't think that's necessary...
You're right, that was a bit abrasive and i apologize. Perhaps I should explain myself before expecting others to see things as I do.
Having a strong jungler (particularly at lower rating) allows you to establish a much larger control of the field. This is accomplished through snowballing, psychological manipulation, and warding. When the enemy jungler has been effectively "scared the piss out of", by numerous or detrimental ganks, he will start to be either incredibly passive or incredibly aggressive. Take advantage of this erratic play in order to snowball off of him, take their jungle, and establish your ganking dominance.
Not only will their jungler be hard on himself, imagine how much shit he's getting in team chat. Crush the jungler and you've essentially crushed one of the most valuable and easily accessible teammates that your enemies have.
what are good junglers to carry as? i guess i'll have to learn how to jungle at some point so i wonder who i should be practicing/looking out for free weeks on that will be useful
Strong junglers you should pick up are Lee Sin, Nocturne, Jarvan IV, and Amumu. With Amumu being the most team reliant and least invasive. If you've practiced enough with the cow (Alistar) he is very good at ganking and punishing your opponents misplays.
My personal preference (when I have to jungle >.>) is to pick either Riven, Jarvan IV, or Nocturne. Those three are quite capable of carrying from the jungle and snowball relatively fast.
I like Riven and Jarvan IV because they can be played either top or in the jungle. (in-case either top lane gets counter-picked)
Here is a relatively good guide explaining jungle psychology:
