Simple, very similar to the analysis set, but I've swept whole teams with this thing.
For starters, the EV spread and nature are focused on special attack rather than attack, because it hits harder. Plain and simple. Most pokemon neglect their special defence, and it will feed of the higher base power of Surf. I personally use rash because most priority moves are physical but Mild will work too. 96 speed EVs grants 230 speed, which is 460 in the rain and enough to outrun Scarfchomp, who will try to revenge kill you. These EVs give 266 Attack, and 317 special attack.
Bring this in on some fire pokemon (scarftran is the BEST candidate), and rain dance as they run and sweep. Surf is your primary sweeping move, and hits so hard. A good 70% of the metagame is OHKOed. It's so powerful, that even things like Dusknoir and Jirachi will try to switch in and get 2HKOed.
Draco Meteor is neglected in the Kingdra analysis and I feel Kingdra is a great user of it. Draco Meteor with Life Orb is just sex, and will OHKO grass and waters that are NOT bulky. Starmie, Breloom, Tangrowth, etc. are OHKOed. Mighty bulky Gyarados... takes 70%... OUCH. In fact, you can use it to 2HKO most waters, with the exception of Vaporeon and Milotic, who will stall you out, and Empoleon, who always walls Kingdra. To give you an idea of Draco Meteor's power.... Garchomp, Salamence, and Dragonite are ALL OHKOed on the 2nd Draco Meteor provided you give some Stealth Rock support (Garchomp still has a small chance of surviving, it does about 92-95% I believe).
The beauty of Draco Meteor... it doesn't lower physical attack. So after you get over the "hump" you can still sweep well with rain, life-orb boosted waterfalls. They are still powerful and will still take care of weaker foes. They also do quite a number on Snorlax and Regice, who will wall the surf.
Counters: This Kingdra absolutely rips through the lategame. Only a few problem pokemon can stop this..
Empoleon, Vaporeon, Celebi, Milotic, CM Suicune, Blissey*, Meganium, and T-Wave Cress are all problematic from experiece.
*Note: Even the Kingdra from the analysis won't beat Blissey. If you don't flinch her, she can T-wave you and stop your sweep.*
