Depends. If you're going for a more defensive build Toxic Spikes could be more beneficial (of course this depends on the team). A more offensive Roserade (a LO variant, for example) would likely prefer rest. There aren't really any other options from what I can think of. Not really, a lead Roserade can do just fine with Sleep Powder/Leaf Storm/Toxic Spikes/Sludge BombDepends. You can breed a Pokémon with all 31 IVs (or whatever IVs you wish), and it can take as little as one breeding session. A Ditto with 31 IVs in every stat is your most useful tool for breeding perfectly IV'd Pokémon. This is because Ditto can breed with anything breedable, and the perfect IVs in every stat increase your chances of getting perfect IVs. It's probably easier to aim for 31 in the stats that matter and just let the stats you won't use (like special attack for a physical Larvitar) be whatever.
It's true that only 3 IVs are passed down from the parents (any IV from any parent. They can all come from one parent even), the other three are randomly generated, and it's possible for them to be all 31. This is really difficult to do without RNG though, so I recommend you head to the Wi-Fi board and check out the All Generation PRNG Help topic for more information.
No. To gain EV's you need to gain EXP since level 100's dont get experience the only way to ev train them is with Vitamins.
I've got two questions.
1. Are EVs affected if a pokemon is transferred from Fire Red to Diamond.
2. What nature would you suggest to be ideal for an offensive Flygon
Ok, that's a set back, but if I were to use 2 EV reducing berries and then 2 Vitamins, then place my poke in the PC, the stats would update?

Yes, but keep in mind, the only way you can award EVs at level 100 is using vitamins, so the max is 100 in any given stat.
Edit: After looking at the Trick + Iron Ball and Lead sets, ideally, you would want to decrease the Attack EVs by 20, increase Speed by 10, and increase Defense by 10
