Is it possible to do Non C-Gear abuse where there's wandering NPC's? I calibrated just fine and found a seed to use. I have a frame of 1, so I just start the game and use sweet scent...but I'm not getting anywhere near the correct IV's, which are flawless. I'm wondering if it's the NPC's, or something I'm doing wrong. Thanks in advance!

what is the starting frame for RNGing wild pokemon?
NPCs will affect which nature you get (i.e. the PIDRNG) but not the IVs. If you aren't getting the IVs you expect, it's likely that you're hitting your other Timer0 value (most people have two). There's not much you can do about it except try again. It's also possible that you're not starting on the right second.
For me it's been 40-50, but I believe the official statement these days is 40-60.
Assuming you are talking about standard seeds, frame 1 for IVs, frame 40-60 for PID, nature, etc.
im using c-gear seeds. that what you mean by standard?
How would one go about RNGing a shiny Pokemon from an egg non c-gear? Would you look up shiny PIDs around frame 40-60 and trial and error until you get one that works? And how would you get a good spread from the IV RNG at the same time?

C-gear and standard seeds are different. For C-gear, the IVs start on frame 1 (frame 3 if you don't have the latest RNG Reporter). You have no control over the PIDRNG (nature, ability, etc.) with C-gear seeds, so you should use a sychronizer.
I don't know what's planned for future releases of RNG Reporter, but I do know that there's a guide in the works that will cover this. The ideal situation for shiny breeding is to have your IV spread on frame 8 (this is the first frame used when breeding) and to have your shiny PID at around frame 60. I believe you can search directly for shiny PIDs in RNG Reporter, and then see which have good IVs.
This generation, breeding shinies is one of the biggest reasons to ID/SID abuse. I believe there'll be a guide for that as well soon enough.
If anyone can help me with ID/SID abuse, that would be greatly appreciated. Pandora's Box is giving me strange results every time I try to find what seed I hit. Either I get no matches at all, or I get one weird one that's completely diff. from what my target seed is.

what range should i be in hitting delays before doing my advancements? i got to 4706 at one point and my target delay is 4711. i did my advancements with 2 pokes and ended up on a different frame. im RNGing a victini so needing help here lol
You must hit your target delay exactly, or you will get different IVs. That's how it works.
I'm just going to add this in here, there was a little confusion yesterday about to ability to use standard seeds on flash carts. Using an R4SDHC on a DSlite I have the following parameters and they are constant. Hopefully this helps anyone else with the same cart find what kind of window to search.

I'm RNGing Volcarona, a stationary Pokemon, doing C-Gear method, and some questions, please;
Do you need to know your SID when you are doing IVs?
Can I just use hard-resetting (turning off the game and start from the DS menu) or is soft-resetting required?
Which delay range is good to hit? Should I always use the first option, or can I pick somewhere else like the middle and last ones? Also, when I catch the Volcarona and look at its IVs via Pokemon Online Teambuilder, (I do the rare candy method; I don't think it matters anyway) it says "No match was found for your IVs."

Yes, just go to Find Parameters and enter the IV's there. Probably you have hit a seed with a different Timer0, which is very close to the one you have to hit.
