I'm pretty sure the answer is no. Gligar/Gliscor is in the bug group and all of the natural roost-ers are in the flying group (excepting dunsparce and dragonite).
It can reselect a move from the new moveset.
Although now I'm curious what would happen if you hit a mew or a smeargle with transform while using a scarfed ditto. I think you'd end up locked in that case.

So, people posting why they don't like stall playing is on topic.
That said, I don't particularly like full-on stall teams. I can understand playing defensively to scout out the other player's team and make more informed decisions...
For me specifically, I started with catching mass dittos in emerald to get ones with perfect IVs in a given stat to start my breeding chains.
Perhaps the breeding guide could help you.
With leftovers specifically, you can get more via pickup or munchlax catching.
for the second one, a lot of people have good parents already or chain bred via dittos to get good parents for each egg group, in regards to IVs.
Base 102 speed puts him in a speed tier of his own. Sand veil gives him a 20% chance to survive any hit. Yache berry allows him to get crucial swords dance/subbing in while being ice beamed. STAB'd dragon/ground gives him very good coverage.

Trick room ends after 5 turns anyway so resuming your base speed is actually good. Note: you'll still have at least 1 turn outside of trickroom with halved speed.
