Based on the OP and from what I've seen in this thread, it's almost as if it doesn't happen anymore, but my question is if NPC's still affect the RNG, and if they do, can I get a list of places that don't have anyone moving around (seems not as likely as this game is heavily populated with people and there's no VS Seeker).
I would like a confirmation on Victory Road: Are the encounter slots wrong? I tested some out and it seems to be wrong. I'll test some more out.

After you advanced the frame correctly, you may use the IV frame check code to see if you are at the right point.
Target – Monster – 624*n – C = 0
C =<624; n being an integer.
C is the value displayed with the IV frame check code.
C + Monster Frame = Target Frame
Ok so I have my generated ivs on the reporter, so I have to pick one that is target frame 10 or more?
So I have the egg ready to receive, i.e next to the day care man, I hit my target time, I get the egg off him, then I have to do....?

I had an idea. does a pokemon's evolution advance the frame?
because, for example, if I have to advance the frame by 19 and I can't use the computer to do it, maybe I could carry with me a level 19 nincada and make it evolve with a rare candy after 5x128 steps with 3 pokemon in the party (nincada included). after nincada evolves, a shedinja will appear in the party and the pokemons will be 4, so making another 128 steps would make the frame advance by 4 reaching the target of 19.
sorry for the english but it's a bit difficult to write something so "complicated".
